The East Cape electorate was created in 1978. The seat was carved from the Bay of Plenty Electorate following a major redistribution. Originally it spanned from Whakatane in the north to the Gisborne suburb of Kaiti. Subsequent boundary changes drew the electorate further from Gisborne City and included Kawerau.
The seat was first won by Duncan MacIntyre of the National Party in 1978, who was previously MP for Bay of Plenty (1975-78). When he retired in 1984, the seat was won by Labour's Anne Collins with a majority of around 800 votes. Collins held the seat at the subsequent election by less than 240 votes.
Tony Ryall from the National Party won the seat in the 1990 general election landslide to the National Party.
In 1993, most of the electorate was included in the Eastern Bay of Plenty electorate, with the portion from Hicks Bay to south of Tokomaru Bay included in the Mahia electorate.
